Framework
Decision Maturity
Individual → Team → Organization → Ecosystem
Four tiers of decision-effectiveness scale. Most AI tooling targets the Individual tier (the "copilot" framing). Real organizational leverage shows up further up the stack — and the higher tiers ask harder questions of the tooling.
- I
Individual
Does AI make a single operator better at one decision?
Worked example
An IC reviewing code uses an AI tool that flags one subtle race condition before merge. The decision is theirs; AI helped at Information.
- II
Team
Does AI make a team's shared decisions more coherent?
Worked example
A claims team uses an AI-structured price comparison to triage prior-authorization requests. The decisions land more consistently.
- III
Organization
Does AI change which decisions an organization can take?
Worked example
A health system bids on a new contract because AI made it cheap to model 50 alternative pricing structures in a week.
- IV
Ecosystem
Does AI shift which decisions whole markets can take?
Worked example
Price transparency at the MRF level changes how consumers and employers shop for care. The ecosystem decides differently.
Decision Maturity composes with IRDA into a 4×4 grid — see the periodic table.
